The main part of the document concerns the 10 standards for personal support for school students and applies to all sectors of school education.  You should read the report in conjunction with Personal Support in Scottish Schools, HMIe, 2004. Download a copy>>


The Discipline Task Group (DTG) report, Better Behaviour - Better Learning, made 36 recommendations aimed at improving discipline in schools.  One of the recommendations states:

"There should be a comprehensive review of the nature and purpose of guidance, both at primary and secondary school levels, and of the training of guidance staff."

This links another recommendation, to be implemented at school level, which states:

"Schools should give consideration to integrating the work of learning support, behaviour support and guidance into a single overall framework of pupil support in order to achieve a more holistic approach to supporting the needs of all children and young people."

The National Review of Guidance was published in February 2005 under the title Happy, Safe and Achieving their Potential: a standard of support for children and young people in Scottish schools (SEED, February 2005)

The National Review of Guidance was undertaken in response to the recommendation of the Discipline Task Group to review the nature and purpose of guidance in the context of integrating the different kinds of support in school through learning support, behaviour support and guidance.

The review set out to describe

  • common principles for the development of Personal Support to pupils in Scottish schools

  • a standard of support for pupils and parents

  • the respective roles of school staff, authorities and others in developing and delivering effective personal support in schools.

The review recognised the strengths of Scottish schools in supporting pupils and the progress that has been made in guidance and pupil support since the 1960s and the key influence of ‘More than Feelings of Concern’ (Scottish Central Committee on Guidance, 1986).

The standard is based on a vision for caring school communities

There are 10 standards for personal support in schools under 3 headings

  • learning for life

  • review of individual progress

  • access to support
